The former Republic of Ireland under-21 international left Burnley at the end of last season despite being offered a new contract by the Clarets and has now agreed terms with the Owls.
After four years with Burnley, the lure from Sheffield Wednesday made O'Connor's mind up as he decided to cross the Pennines for Hillsborough.
O'Connor is set to complete paperwork on a three-year contract at Hillsborough next week, and will be involved in Sheffield Wednesday's first week of pre-season training.
The 28-year-old brings a wealth of experience to a key area highlighted by Laws in his team building plans for the 2008/09 season.
Dublin-born O'Connor is known as an energetic and combative midfielder who started his career in England with Stoke City and went on to play for West Brom as part of the Baggies team that won promotion to the Premier League in the 2003/04 season.
O'Connor has more than 400 competitive appearances to his name and will provide a competitive edge in the Owls midfield.
"I am delighted to have secured the services of James O'Connor," Laws said. "He is a proven player at Championship level and brings a wealth of experience to a key area of our team. James will bring an excellent work rate, great attitude, and numerous other qualities to our squad."
