Ex-Burnley midfielder O'Connor was the first of the two new additions and has penned a three-year deal at Hillsborough
Laws told Wednesday World: "James is a player we've admired for a while and he's got all the attributes we are looking for. We lost Glenn Whelan earlier this year but James will give us that energy that Glenn had in our midfield."
He continued: "James is a good age and has got good experience. He's played most of his career in the Championship so I think he's a great acquisition and a winner.
"He was impressed with the football club and he knows this club is ready to kick off."
Meanwhile, Chelsea youngster Smith signed earlier this week on a loan deal, which will keep him at Hillsborough until January 10, 2009 with an option to further extend his stay.
The 21-year-old also operates in midfield and has featured for Queens Park Rangers and Norwich in recent seasons on loan, scoring five goals in his first eight games for the R's.
Laws commented: "Jimmy Smith is another player who has Championship experience and he also has great quality.
"He's very versatile and can play on the left, right or in central midfield. He's another player with energy, an eye for goal and has a great delivery on the ball so we have got an all-round good player.
"Both O'Connor and Smith fit the bill and tick a lot of boxes so let's hope they have a massive influence in how we go about things next season."
